Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh norma dan nilai budaya organisasi, komunikasi, kepemimpinan, serta sistem pengawasan terhadap perilaku korupsi di kalangan Aparatur Sipil Negara (ASN). Penelitian menggunakan pendekatan kuantitatif dengan metode survei, melibatkan 51 ASN sebagai responden yang dipilih secara purposive. Data dikumpulkan menggunakan kuesioner berbasis skala Likert, mencakup variabel independen seperti norma budaya organisasi, komunikasi internal, kepemimpinan, serta sistem pengawasan, dan variabel dependen berupa perilaku korupsi. Hasil penelitian menunjukkan bahwa norma dan nilai budaya organisasi memiliki pengaruh signifikan dalam membentuk perilaku ASN, di mana lingkungan organisasi yang kuat terhadap nilai integritas mampu menurunkan kecenderungan korupsi. Komunikasi dan kepemimpinan yang efektif juga terbukti berperan penting dalam mendorong transparansi dan menciptakan iklim kerja yang etis. Selain itu, sistem pengawasan, terutama yang didukung oleh teknologi dan audit internal rutin, dinilai efektif dalam mencegah peluang terjadinya korupsi. Penelitian ini menyimpulkan bahwa pendekatan holistik yang mencakup penguatan budaya organisasi, peningkatan kualitas kepemimpinan, serta pengembangan sistem pengawasan berbasis teknologi, diperlukan untuk membangun integritas ASN. Temuan ini diharapkan dapat menjadi dasar bagi pembuat kebijakan dalam merumuskan strategi pencegahan korupsi yang lebih baik di sektor publik.


 


This research aims to analyze the influence of organizational cultural norms and values, communication, leadership, and monitoring systems on corrupt behavior among the State Civil Apparatus (ASN). The research used a quantitative approach with a survey method, involving 51 ASN as respondents who were selected purposively. Data was collected using a Likert Scale-based questionnaire, covering independent variables such as organizational cultural norms, internal communication, leadership and monitoring systems, and a dependent variable in the form of corrupt behavior. The research results show that organizational cultural norms and values ​​have a significant influence in shaping ASN behavior, where an organizational environment that is strong in the value of integrity can reduce the tendency for corruption. Effective communication and leadership have also proven to play an important role in promoting transparency and creating an ethical work climate. In addition, the monitoring system, especially those supported by technology and routine internal audits, is considered effective in preventing opportunities for corruption. This research concludes that a holistic approach that includes strengthening organizational culture, improving leadership quality, and developing a technology-based monitoring system, is needed to build ASN integrity. It is hoped that these findings can become a basis for policy makers in formulating better corruption prevention strategies in the public sector.
