Abstract
Penelitian ini bertujuan untuk merumuskan dan mengembangkan tujuan instruksional khusus dalam proses pembelajaran di SD Negeri Bugel 3. Penelitian dilakukan dengan menganalisis kurikulum dan silabus untuk menentukan kompetensi dasar yang harus dicapai siswa. Kemudian dirumuskan indikator dan tujuan instruksional khusus yang spesifik, terukur, dan dapat dicapai. Pengembangan dilakukan dengan memilih materi, strategi, dan media pembelajaran yang sesuai. Evaluasi dilakukan untuk mengukur pencapaian tujuan instruksional. Hasil pengembangan berupa rumusan tujuan instruksional khusus yang jelas dan terukur untuk masing-masing kompetensi dasar.
