Abstract

Penelitian ini bertujuan untuk menganalisis penerapan reformasi birokrasi di Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur dengan fokus pada peningkatan kualitas tenaga kerja dalam perspektif agile governance. Dalam era Revolusi Industri 4.0, kebutuhan akan tenaga kerja yang berkualitas dan adaptif menjadi semakin penting. Oleh karena itu, diperlukan reformasi birokrasi yang tidak hanya berorientasi pada peningkatan efisiensi dan efektivitas, tetapi juga responsif terhadap perubahan lingkungan dan kebutuhan masyarakat. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode studi kasus, menganalisis keselarasan 8 area perubahan dalam Grand Design Reformasi Birokrasi (Perpres Nomor 81 Tahun 2010) dengan 6 prinsip agile governance, yaitu good enough governance, business driven, human focused, based on quick wins, systematic and adaptive approach, serta simple design and continuous refinement. Hasil penelitian menunjukkan bahwa sebagian besar area perubahan dalam reformasi birokrasi di Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur lebih dominan terkait dengan prinsip human focused dan systematic and adaptive approach. Hal ini disebabkan oleh fokus utama peningkatan kualitas tenaga kerja yang berpusat pada pengembangan sumber daya manusia dan kemampuan birokrasi untuk beradaptasi terhadap perubahan dinamika kebutuhan tenaga kerja. Selain itu, penerapan prinsip good enough governance dan simple design and continuous refinement dalam penguatan tata kelola dan peningkatan pelayanan publik juga berperan penting dalam mendukung reformasi birokrasi yang lebih efektif dan efisien. Kesimpulan dari penelitian ini menekankan perlunya peningkatan kapasitas adaptasi dan responsifitas dalam implementasi reformasi birokrasi agar dapat lebih selaras dengan tuntutan era digital dan dinamis saat ini.


 


This study aims to analyze the implementation of bureaucratic reform at Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur, focusing on improving workforce quality from an agile governance perspective. In the era of Industry 4.0, the need for a high-quality and adaptive workforce has become increasingly important. Therefore, bureaucratic reform is required, not only oriented towards increasing efficiency and effectiveness but also responsive to environmental changes and community needs. This research uses a qualitative descriptive approach with a case study method, analyzing the alignment of the 8 areas of change in the Grand Design of Bureaucratic Reform (Presidential Regulation No. 81 of 2010) with the 6 principles of agile governance: good enough governance, business driven, human focused, based on quick wins, systematic and adaptive approach, and simple design and continuous refinement. The study results indicate that most areas of change in the bureaucratic reform at the East Java Provincial Manpower and Transmigration Office are more closely aligned with the principles of human focused and systematic and adaptive approach. This is due to the primary focus on improving workforce quality centered on human resource development and the ability of the bureaucracy to adapt to the changing dynamics of workforce needs. Furthermore, the application of good enough governance and simple design and continuous refinement principles in strengthening governance and improving public services also plays a significant role in supporting more effective and efficient bureaucratic reform. The conclusion of this study emphasizes the need to enhance adaptation capacity and responsiveness in implementing bureaucratic reforms to better align with the demands of the current digital and dynamic era.
