KEBIJAKAN KONSERVASI LAUT DI WAKATOBI DAN IMPLIKASINYA TERHADAP STATUS CAGAR BIOSFER UNESCO

Abstract

This study examines the gap between marine conservation policies and their implementation concerning the UNESCO Biosphere Reserve status in Wakatobi, as well as the role of local community involvement in the success of marine conservation. Utilizing the sustainable development theory and global governance theory, this research explores how marine conservation are applied at the local level and the impact of community involvement on the sustainability of marine ecosystems. Data were obtained through a qualitative literature review method by examining various sources related to conservation policies and area management. The findings indicate that although the ineffectiveness of marine conservation policy implementation in Wakatobi does not immediately revoke UNESCO status, ecosystem degradation and lack of community support can reduce the management quality to a point that may no longer meet UNESCO standards. This could potentially put Wakatobi's Biosphere Reserve status at risk if improvements in coordination, law enforcement, and community involvement are not implemented promptly. This study highlights the importance of collaborative governance between the government, international organizations, and the community to maintain conservation effectiveness and uphold Wakatobi's Biosphere Reserve status.


 


Penelitian ini mengkaji kesenjangan antara kebijakan konservasi laut dan implementasinya terhadap status Cagar Biosfer UNESCO di Wakatobi, serta peran keterlibatan masyarakat lokal dalam keberhasilan konservasi laut. Dengan pendekatan teori pembangunan berkelanjutan dan tata kelola global, penelitian ini mengeksplorasi bagaimana kebijakan konservasi laut diterapkan di tingkat lokal dan dampak keterlibatan masyarakat terhadap keberlanjutan ekosistem laut. Data diperoleh melalui metode kualitatif berbasis kajian pustaka, dengan menelaah berbagai sumber literatur terkait kebijakan konservasi dan manajemen kawasan. Hasil penelitian menunjukkan bahwa meskipun ketidakefektifan implementasi kebijakan konservasi laut di Wakatobi tidak serta-merta mencabut status UNESCO, kerusakan ekosistem dan kurangnya dukungan masyarakat dapat menurunkan kualitas manajemen kawasan hingga tidak lagi memenuhi standar UNESCO. Hal ini berpotensi menempatkan status Cagar Biosfer Wakatobi dalam risiko jika tidak segera diperbaiki melalui penguatan koordinasi, penegakan hukum, dan keterlibatan masyarakat yang lebih baik. Penelitian ini menyoroti pentingnya tata kelola yang kolaboratif antara pemerintah, lembaga internasional, dan masyarakat untuk menjaga efektivitas konservasi dan mempertahankan status Cagar Biosfer Wakatobi.
